Group Compliance Manager

M. O'Brien Group is a leading provider of integrated construction support services, delivering solutions across plant hire, earthworks, transport, recycling, aggregates, rail, and infrastructure projects throughout the UK. The Group Compliance Manager will be responsible for developing, implementing, and monitoring compliance frameworks across all business divisions, ensuring the Group operates in accordance with legal, regulatory, contractual, and industry requirements. Working closely with the Directors, senior management, and operational teams, the role will provide leadership on compliance strategy, risk management, governance, and continual improvement.

Responsibilities

Develop and maintain the Group Compliance Management Framework; Ensure compliance with applicable legislation, regulatory requirements, and industry standards; Monitor changes in legislation and advise on emerging compliance obligations; Maintain company policies, procedures, and governance controls; Lead compliance reporting and provide updates to the Board and senior leadership team; Develop and implement an annual audit programme; Conduct compliance audits across depots, transport operations, workshops, earthworks projects, recycling facilities, and support functions; Monitor corrective actions and close out audit findings; Establish and maintain assurance processes; Manage and improve the Group's integrated management systems; Support and maintain accreditation standards including ISO 9001, ISO 14001, ISO 45001, FORS, Achilles, Constructionline, rail and customer-specific standards; Act as lead contact for external audits and certification bodies; Support identification, assessment, and management of organisational risks; Maintain the Group Risk Register; Work with operational leaders to develop mitigation plans and monitor effectiveness; Investigate significant compliance breaches and ensure lessons learned are implemented; Work with operational teams to ensure compliance obligations are understood and achieved; Monitor compliance relating to operator licences, driver compliance, tachographs, plant inspection, environmental permits, waste management, rail assurance, contractor and supplier compliance, and contractual obligations; Promote a positive compliance culture; Deliver training, guidance, and awareness programmes; Support managers in implementing compliance requirements; Drive continuous improvement initiatives

Requirements

Proven experience in a senior compliance, governance, risk, or assurance role; Strong knowledge of compliance requirements within construction, transport, infrastructure, plant hire, waste, recycling, or rail sectors; Experience managing integrated management systems and external accreditations; Knowledge of ISO 9001, ISO 14001, and ISO 45001 standards; Experience conducting audits and implementing compliance improvement programmes; Strong report writing, analytical, and investigation skills; Excellent communication and stakeholder management abilities; Full UK Driving Licence; Internal Auditor qualification

NEBOSH General or Construction Certificate; Lead Auditor qualification; IOSH Membership; Transport Manager CPC; IEMA qualification; Experience working within multi-disciplinary construction or infrastructure businesses; Experience supporting Board-level governance and reporting
