Construction HSE Supervisor

The project is planning the expansion of the existing Hamburg Refinery, by adding the following process units and facilities: HVO Unit, pre-treatment Unit, tank farm balance (tanks partially supplied by others), interconnecting lines, new electrical substation and rack room, interconnecting cables between new substation building and existing substation and control room. Construction HSE Engineers (HSE), report to the HSM or, while they are the TCM HSE representative at site, they report to the Site Manager. They verify and ensures that all Field activities are performed according to the TCM HSE Policy, the regulations, standards and procedures, promoting all preventive and corrective action as required.

Responsibilities

Perform the Job Hazardous Analysis (JHA) and participate in the Job Safety Analysis (JSA); Verify the adequacy and application of the Site HSE Plan and all related procedures, preparing any revisions; Update HSE documentation during all construction phases when deemed necessary; Check that Subcontractors perform their activities in accordance with all applicable HSE procedures, regulations and standards; Organize, plan and participate in periodical HSE walkarounds, inspections and audits on site, prepare reports and action plans, verify follow-up and timely execution of corrective actions; Organize, coordinate and directly participate in HSE training activities on site; Organize and participate in all relevant site HSE meetings and prepare minutes of meeting; Cooperate with the Client concerning issue of any necessary work permits; Organize in case of work accidents a full investigation to identify corrective measures to avoid reoccurrence; Keep accident records; Perform or promote indoctrination/training of personnel; Lead and coordinate the activities of the Site HSE Committee; Lead and coordinate the site emergency response team and fire prevention/fighting team, organizing training and emergency drill mock activities; Prepare the HSE section of the construction monthly progress report and other periodical reports; Prepare and update Site HSE Statistics, verify performance versus Project and corporate HSE objectives, targets and performance indicators; Propose recovery plan in case of mismatch

Requirements

Knowledge and familiarity with HSE recognized standards (i.e. ISO 45001, SSC, OSHA); Knowledge of local Health and Safety Legislation and Safety regulation; Familiarity with Risk Assessment and Risk Control Measures approach to the operation; High Computer skills and capacity to use fluently the main informatic tools; English fluent capability in writing and speaking; At least 5 years of experience as HSE Field Engineer or supervisor in industrial construction works; Excellent communications and interpersonal skills; Attention to detail, management skills; Team-oriented skills, self-motivation and direction, with strong bias toward timely performance and problem resolution

Preferred Oil & Gas; Appreciated high level qualification in the HSE management (e.g. Nebosh, SiFa, etc.); Appreciated degree in engineering or technical discipline
