IT Budgeting Program Manager

We are seeking a highly motivated, capable program manager for the IT Office of the CIO to lead and manage the Contract Governance and Deal Evaluation / CIO executive briefing of contract transactions.

Responsibilities

Lead and manage the Contract Governance and Deal Evaluation / CIO executive briefing of contract transactions; Identifying, assessing, and executing opportunities to improve cost, quality, partner performance, speed to market and establishing strong measure and metrics; Document findings, recommendations, and deal summary for executives; Capture decisions and action items via meeting minutes and follow up on timely completion of those action items; Manage a technology intake process and triage and analyze IT technology procurement requests and offer informed recommendations; Develop and enhance governance frameworks while optimizing structure and requirements for IT technology procurement requests; Act as a liaison by working closely with all parties including IT, architecture, security, etc, to help ensure compliance with business practices; Develop upstream strategies and approaches necessary to aid technology rationalization/optimization of the IT technology portfolio; Identify potential risks in proposed IT contracts structure and propose mitigation strategies; Monitor IT portfolio budgets, ensuring cost control and alignment with financial planning; Stay updated on industry best practices, legal trends, and technology developments related to IT contracts

Requirements

Bachelor’s degree in Business Administration, Engineering, IT Management or a related field; 8+ years of experience in IT contract management, procurement, or a related governance role; Solid understanding of IT infrastructure, software licensing, cloud services, and related vendor management; Strong negotiation, communication, and stakeholder management skills; Attention to detail and a high level of organizational skills and financial acumen

Nice to have

Regulatory experience; Proficient with project management and business software; Applicable advanced degree (MS or MBA)
